A policy paper released this week by HRW titled "The Selection of Situations and Cases for Trial Before the International Criminal Court" explores why it is so important that to the greatest extent possible, objectivity and transparency be prioritized in the selection of situations and cases by the prosecutor. Examining cases opened by the ICC in Uganda, the Democratic Republic of Congo (DRC) and the Darfur region of Sudan and responding a recent paper published by the ICC on the selection of cases, HRW's paper outlines criteria put forward in that paper.
